For those who don’t know, a law passed last year introduced the CIN (National Identification Code), without which it will soon be impossible to operate, and you risk fines of up to €8,000.
The CIN must be explicitly requested by all accommodation facilities and short-term/tourist rental businesses, with or without a VAT number, even if you already have a regional identification code. This must be done within sixty days of the publication in the Official Gazette announcing the launch of the national platform of the Ministry of Tourism, namely the Accommodation Facilities Database (BDSR).
The publication in the Official Gazette will take place no later than September 1, 2024, which means that starting two months later—by November 1, 2024—all accommodation facilities (Hotels, B&Bs, Guesthouses, Holiday Homes, Farmhouses, etc.) and short-term rental activities (short-term rentals, tourist rentals) must have the CIN in order to continue operating (fines of up to €8,000 will apply for non-compliance).
The CIN must be visibly displayed outside the building where the apartment or facility is located, on all digital platforms (e.g., Booking, Airbnb, Bed-and-Breakfast.it) where you operate, and in every advertisement published anywhere.
As of today, July 11, 2024, facilities in the following regions can already apply for the CIN: Abruzzo, Calabria, Lombardy, Marche, Puglia, Sicily, Veneto. The Ministry of Tourism’s website updates the list of regions as they are added, and by September 1 (about 50 days away) the platform will be open to all Italian regions.
